MusicBrainz Picard is another powerful open-source music tagger / tag editor. It supports multiple file types, MP3, FLAC, OGG etc, and has a large collection of plug-ins for a variety of tasks.

Also MP3GAIN to set ReplayGain tags for MP3 files (see: http://mp3gain.sourceforge.net) https://sourceforge.net/projects/mp3gain/
And for FLAC ReplayGain tags MetaFlac: https://xiph.org/flac/download.html and then to make it work: https://hydrogenaud.io/index.php/topic, ... l#msg76993
