Can't Connect to NTFS USB Mounted Drive via Network

I have a NTFS SDD attached via USB to my Raspberry Pi 2 Model B. I am using the Rune image for the 7" Official Pi LCD. I would like to access that drive from my Windows machine to transfer files directly to it while still attached to the Pi. From my Windows 7 and 8 machines, the Pi does not show up as a networked computer; however it does show up as a Media Device.

The NTFS drive is mounted in the Pi as /mnt/MPD/USB/Portable Music.

How can I get this mounted USB drive visible on my network?

Forgive me, I know this question has been asked before, but I can't get any of the solutions to work.

When I enter my Pi's IP (//192.168.1.21), Windows says it cannot access that address, even though I am able to SSH into the Pi using Putty. I also tried by editing the smb.conf file, but no good. I am using RuneOs: 0.3-beta RuneUI: 1.3-beta.
Any ideas what could be wrong?

I'm sorry; the syntax for the ip-address was a typo: I did use the correct syntax and it didn't work on Windows 7. I went back and tried again on Windows 8 and I got it to work. There must be something screwy with my Windows 7 network settings.
