This shouldn't be a problem if you do the configuration by use of a router connection and assign a fixed ip Adress, you should be able to connect to the predefined IP adress leater on without having a router connected (as long as the control device will be configured to an IP sdress range of the same group).
It could be a bit tricky if the device is connected to 12VDC car supply, as the 12V DC will drop to 9VDC or even below during starting of the engine. Therefore it could be necessary to use some kind of 12VDC supply buffer, to ensure that the device won't loose it's supply during starting of the engine. Otherwise it could happen that you would have to reinstall the system.
